Phoenix22Rising Productions was established by Lee Bumgarner in Burbank, California in 2007.

Lee is an independent filmmaker that believes that  you do not have to spend millions of dollars to make a great film.  He attended film school in Wilmington, North Carolina and has been writing, producing, and directing short films for eight years.
